Is this with or without the output driver boards?
The 7815 isn't getting supply voltage. It likely has an open inductor (green, small, looks like resistor, possibly L52).
The 7915 is either being heavily loaded or is defective. I'm assuming that you meant -7.7v and not +7.7v.

Are you sure the 640s didn't have negative voltage on all pins?
If all 640 voltages should have been posted as negative, you have a leaking 640, most likely. If there was no DC on the speaker terminals, the relay wasn't engaged. If it clicked, it may have engaged and immediately disengaged.
