It's the noise floor, common cath amp pentode used as a CCS with heavily slugged grids to shut it up,. My guess it's a TV line class with straight linearity curves, EF184 family or sim. There's loads about and cheap. On the otherhand, another arguement to use a pentode where the B+ is too high for silicon.
