Of course materal gets a smoother surface when cooled down. The thermical movements in the atoms and molecules stops at 0 Kelvin which would prevent the surface from being bumpy and bulky due to elementar particlas bumping and jumping causing lumps on the surface.I'd want to Google Scholar that statement -- I think you can polish thin metal films cryogenically.
