They're designed for 18v and about 120mA per rail. 160mA per rail is about the thermal limit due to the heatsink thermals. You can nudge the voltage up a little and dropping leds from the ccs string will deliver lower voltage. I've never gone lower than 15v and wouldn't like to predict where stability falls off.
