Oscilloscope upgrade from Sainsmart dds 120

I want to upgrade my DDS120 PC USB oscilloscope to a better one. I'm not satisfied with the software of the DDS120.
I don't want to spend too much the budget is 350-400$
My first option is:
- Rigol ds1054z
- the other is a PC-based Picoscope 2206B


What is the best buy for hobbyist? The Picoscope have built in function generator, and it is capable frequency response measurement with an additional software. But I'm not sure the precision of this measurement. Is it usable and valid or not.
