Pioneer DV-310 , power supply dead

Hello,everybody !

In attached diagram I have replaced the IC POWER CTL IC by a new one, no more fuse blowing but still no voltages on output.

The same voltages a/p manual found checked on pins 1...8.

Some ideas ?...
