They are probably a custom series, made for a specific purpose, because the color code makes no sense (orange as the last strips).
Companies of the Philips group (Valvo, Mullard, MBLE, Elcoma, RTC, etc) frequently made special series for internal use or special orders.
They could be anything, and even the dielectric could be different from the regular mylar or PC.
