Rochester also buys 'surplus' commercial ICs from the manufacturers. In addition to obsolete parts, they may buy a bunch of 'old' material after a major process change has been made. Anything you buy from them should be reputable and not counterfeit, but as mentioned they aren't necessarily cheap.
They are the source of last resort for many discontinued devices and die, most of the major U.S. and a significant number of Japanese and Taiwanese manufacturers/foundries "archive" die with them. When parts are needed in quantity Rochester will slice up the die, package and test the parts. I believe they also archive quantities of certain parts ready to go. Prices are high and their customers tend to be military/aerospace contractors and manufacturers of semiconductor ATE. (I worked in the semiconductor ATE industry for about half of the past decade which is where I first encountered them despite living in Newburyport for years I never knew they were there.)
