Depends on the circuit. Most likely are either a single linear pot, or a dual log-antilog pot.

there are specialized Balance Pots made by Alps -and probabely others too.
The specialty beeing the anti-log character just to the middle position and staying constant above (shorted).
That way both channels remain at full volume in the middle position.
Turning the pot-knob attenuates one channel only, while the other stays at full volume.
A dual anti-log pot would attenuate both channels in the middle position and on turning it'd increase one channel while lowering the other.
