This company has a variety of active differential voltage probes.
However, most such probes are not intended for very small voltages.
You may have to get one probe for small voltages, and another probe for large voltages.

There are quite a few used active differential voltage probes on ebay.

This used Tek is pretty a good deal for mV levels if it works, and has a 0.1x range.

The recommended practice is to tie the grounds to each other but not to the DUT. Use a separate cable to ground the reference point of the DUT to your scope. See page 2-12 of http://w140.com/smb/7a22_sm.pdf for a more complete discussion.
