TU-8200R voltage issue

I recently assembled the new version TU-8200R for a friend.
By measuring the reference voltages I realized that in points # 15 and # 16 I have only 210V DC, instead of the normal 265 - 290 as written in the manual.
What do you think could be the problem?
On the other hand the amplifier seems to have no symptoms from a sonic point of view ... everything seems to work correctly.
The power supply voltage in my country is 226V AC.
My set up consists of:
2x 6LGC JJ + 2x ECC82 JJ

It is impossible that 23 and 24 are normal even though No.15, 16 are only 210V.
Other voltages are normal as well, therefore
so my conclusion is that the measurement of 15 and 16 are incorrect.
Is he measuring with a tester with lower internal resistance?
If it is an analog tester, " xx kΩ/V" is indicated on the display,
and the internal resistance value can be found by multiplying this value
to the value of the measurement range.
Based on this, the DC resistance of No.15 and 16 are around 330kΩ,
and the supply voltage is 278V(No.25), so that it should indicate around 120V
if he using a tester which internal resistance is around 1MΩ.
The internal resistance of generally used digital tester is around 10Mohm,
so I suppose he is using an analog tester.
 
Hi,
all the measurements were made with a digital multimeter, of which I do not know, however, the internal resistance.
It seems very strange to me that only points # 15 and # 16 are outside the normal rated values, and that nevertheless the amp "sounds" without particular problems ......:confused:
I'd be curious to know if anyone else has had the same problems as me...

Please let me know :)
