Some clocks are now specified for phase noise at 1Hz offset too.
Regarding clock frequency choices, the lower the clock frequency the easier it is to achieve ultra low phase noise. The minimum clock frequency that can used depends on the device being clocked and the highest sample rate audio one wishes to be able to play.
