The 26v or whatever you read at the input to the LM317 isn't supposed to reach R2035. R9 feeds the regulator transistors Q2010 and Q2012. They regulate the voltage to about 12v and that feeds R2035.
Oh ok. So with out the jumper wire. The amplifier does not get the voltage to the regulators. With it in place they are identical to the diagram Sean posted. So is it just trace from R9 to the regulator? Or is there a component that is open?
The supply for the regulators and R9 is taken from the SMD diodes in the square in the attached photo. You'll have to try to determine where the break is.
