Check your solder connections at ic3601 and measure from the top of the pin on the Ic not the solder pad to any other component in the same track. I often find poor solder connections. Use fine grit sand paper on the bottom of the Ic and reseat the irs20956s (ic3601) if it is not bad. The ones i have had are very sensitive to ESD and heat. I've done a couple of these and they need extra care. Good flux based solder may help it bond better.
