It is known that the audio quality increes with the resolution of video clip .
My question is If the video clip is HD(1080P or 720P..)
If I will play this video in a small resolution (480P 360P..)
the audio quality stay High ? or maybe it will be less good than playing it in HD ?

I think it is safe to assume that the audio stream is bound to the video stream, wrapped up in the container file.
In other words, I do not think the video and audio streams are delivered independently of each other.
So, if you start watching the video in in 720p or 1080p, you are getting a higher bit-rate of audio as well (according to the chart).
But then you ask "if I will play this video in a small resolution...?"
If you mean that you will select a lower resolution on youtube.com, then I would expect that the audio quality will drop accordingly (as in the chart).
If you mean you will play the HD (720 or 1080) video stream but scale the video locally on your machine , then you will continue to receive the higher bit-rate audio as well.

Yes that was my qeustion , and that what I think so too . its more likely than combing diferent audio straem to the same video.
The Videodownload Helper app for my browser shows the details of formats. When the default 320p is switched to a higher definition the audio URL remains the same. BUT if I refresh the page the audio URL changes.

Yes. For sure. Youtube has no idea what sort of scaling you are doing at your end. It just sends you the HD stream, which includes the high(er) quality audio.
If the video and audio streams were independent, then we would have serious syncing issues due to Internet packet latency, etc.
Also, if there were multiple audio streams for each video stream, then youtube would allow us to select the audio stream (which it doesn't).
