No power, have check c1504, clicks but doesn't turn on. I did a reset and can hear relays clicking but no display.

I actually had like 10 of these with the same problem. I was able to fix a couple by changing the chicklet caps in the power supply. Strange thing was the tested good on my cap meter.
I may still have parts around if you need some, have to check, I scrapped about 40 receivers the other day. Tired of messing with them.

Check the CPU oscillator is running and the display has the correct supply and it is not in mute/sleep mode.

The first thing I would check it is that you have the 9.3 volts page 89. Second if it is OKAY then I will check the PWR_RY signal. That will enable the relay RYI-51 that close the contact that applied the AC power to the main transformer.
