We are only concerned with the DC off-set at this point, forget about the bias.

If the relay doesn't click, either the amp is putting out DC, or all the small electrolytics need to be replaced (start with the protection circuit).
 
If the pc board is cooked, simply replacing all the burnt out transistors, resistors, and diodes won't insure a working and reliable unit. Things may still be shorted out and/or open. The blackened part of the board becomes partially conductive, and any solder joints or traces that were overheated can get oxidized and go open (and often they look just fine).

Most newbies asking this type of question simply aren't aware that an amp whose PCB is scorched isn't even considered "fixable" by most service departmets - unless they simply throw in a whole new board. Just warning you of what you could be up against.
