It has a standard transformer coupled power supply so nothing confusing.
There is no known issue with these amplifiers.
As this amplifier dates from 1977, expect nothing and check electrolytic capacitors.

Think you need a basic health check of the power supply. Certainly the
meter lamps and power lamp fail giving the appearance of no power. Fuses.
The meters "bounce" during the power on mute.
The unregulated supply feeds the power amps, the rest comes from the psu/relay
board underneath, the electrolytics on this board would need replacement.
Some more things to consider,
- replace speaker protection relay
- dismantle & clean coupler switch (consider DC/Normal switch)
- check fusible resistors (drift high)
- VD1212?
