My new panel is a 1024 x 768 so I change my PC's resolution to that, However the Image seems like its tearing some, So I dunno if My Comp refresh rate has anything to do with it, Nothing on the panel helps, so I didnt know if it was a refreshing prob. Any help would be appreciated.
my nec 1454v runs best at 1024 x 768 at 75 hertz. When I set it too that it looked all funny, but I reset the monitor and now it looks wonderful!

This begs the question when one uses a lcd monitor without a pc using say the tv3000 how do you set the refresh rate? Or do you even need to worry about it

Optimal refresh rates depend on the monitor being used:
CRT's: As low as possible without flickering (any higher only loses sharpness of the picture)
LCD: as high as possible without losing sync. (when the liquid crystals are set by the driver electronics they are usually not completly aligned, they need a 2nd cycle to 'fine-tune' their alignment. The sooner they get that the less ghosting)

The best refresh rate for playing back films, is 48hz. This is because the frame rate of film is 24fps. In theaters, each frame is shown twice, to reduce the visibility of the stuttering, and that's why you want 48hz.
If you cannot do 48hz, the next best refresh rate is 72hz, because it is a multiple of 24, and likewise, there are even some theaters that show the same frame three times in an atttempt to reduce the stuttering.
The best is still 48hz, and shown in a dark room. This allows your eyes to help fill in for the lack of visual information.
