What's the preferred (safe) way of splitting 220v wire?

A small dedicated sub PCB with 220Vac input and several output points would be a preferred method. The board would have to be correctly mounted of course. You could also incorporate separate fusing for each feedout done that way.
 
Its the sort of thing you would make really, to suit the specific application.

Another option would be to run a wire to a chassis mounted 20mm fuseholder, and from there (the input side of the holder) to other fuseholders, one for each extra feed you need. Simple and quick to do. Fuseholders can be bolted to a metal chassis with a plastic insulating sheet under the area for extra safety.

The above assumes the chassis is grounded (mains protective earth). If not then the fuseholders would need to mounted on an insulating base so that no conceivable fault could cause the live feeds to come into contact with the chassis.
