It looks like a driver for some type of equipment. Without a schematic or some documentation anything more would be pure speculation.
Looks like a mono single-ended amp using 6L6 as output final...
Edit - it appears to be one transformer short of a full complement, as that's likely the power transformer on top, but there's no sneaky output transformer lurking underneath the chassis like commonly seen in organ amps.
Maybe the "converter" is chopping the output and coupling via the big oil-filled cap located next to the converter. So, not just a simple-minded amp but some sort of single-purpose gizmo. Just the kind of thing a company like Leeds & Northrup would gin up. It's probably a piece of some sort of instrumentation package.
However, you could possibly fit it up with an output transformer and make an honest mono audio amp with the guts. There's enough bits hanging about to get the job done. It all depends on the capability of the power transformer. My vote would be to replace the 6X4 rectifier with a pair of UF4007 diodes.
