Let say you find a very small 2 ways speakers with 1 inch tweeters and 4 inch drivers, since spl is limited, is it possible to use two pairs, ala WTTW to increase volume without loosing quality?
It might work well.
Some would suggest you disconnect one of the tweeters. If the remaining one can't keep up you could look at a higher order crossover.

Doubling the speakers is only a 3dB increase. If you actually need more sound than a single (pair) speaker can provide, you should move to a radically larger and more efficient drivers. You must live in the countryside where you can blast high volume without offending the neighbors? Also, 4" drivers cannot produce much bass without distortion caused by the large cone excursion. If you are size constrained, consider a sub like computer 2.1 systems.
3dB increase from 2 pair, an extra 3dB on top of that due to lower impedance if wired in parallel.
