The curtain wire is used as a series resistance and the high inrush current / tripping of the power supply is avoided.
As the bulb filament warms up, the contact point is gradually moved across the curtain wire (thereby reducing the series resistance) till it is out of circuit and the lamps are fully lit and the power supply loaded.
