Can I put a CL-90 in the 5V filiment supply to reduce start up voltage spike?
The voltage doesn't get too bad. It goes to about 360V before it settles down to the 280V opperating point.
I would feel better if I could keep it under 300V.

Put the CL90 between the filament and the PSU filter. That way, the 1st filter cap. is not an initial dead short.

The first is the way it is now.
The second is with the CL-90 added after the filament. If I add it here keep or remove the 150 ohm before C1?

I hope my objective was clear. I want the other tubes to heat up before the 5Y3 comes up to full output.

I think there are "equivalent" tubes to the 5y3 that use an indirectly heated cathode where the rectifier's output comes up slower?

Yup, the middle schematic is what you need. Don't worry about the new CL90, as it will be just fine. The potential difference across the 2 leads is well below the 120 V. limit.
If adding a thermistor doesn't slow things down enough, switch from the 5Y3 to a 6087 or a 6106. Those 2 are 5Y3 variants with cathode sleeves.

Copy the powersupply of Pete Millett's engineers amp: DCPP Amp (perhaps with minor changes)
and all your problems will be solved. You can use the empty hole in your chassis for a nice glowtube.
