I shall probably be proved wrong, but it looks suspiciously like the arm from a cheap Japanese T/T to me, though i can't place it exactly.
If so, it's worth virtually nothing🙁

Hmmm... I'd say its what's left of a turntable, and
wouldn't expect much in terms of sound quality.
I doubt the arm lift is complete, the arm has a proper
mounting arrangement, or it comes with an arm lead.
🙂 /sreten.

this was my first guess as well, but I hoped that maybe somebody would surprise me 🙂
strange arm
if I remember correctly, that tonearm belongs to an ITT turntable, circa 1981, because I have one as a muletto -just in case my old Thorens fails- resting in a vault.
Cheap and simple, but it cooks.

more info
The tonearm is a tube of black anodized alu, very stiff.
Bearings are fine, but not outstanding. But my TT is barely used; I don`t know how heavy usage affect them.
The headshell is flimsy plastic, with a strange fixation scheme.

This pick up arm reminds me of the late ADC tone arms. Maybe I am wrong but the headshell shape is a dead giveaway.
