Peerles, Scan-Speak, Vifa, Titanic... which mfg. makes the best 10" HT sub for a small enclosure application? That is the question. Does anyone know of a kit that utilizes a 10" woofer mentioned above in a DIY kit besides the Titan?

Blueprint makes a 10" long-excursion woofers that might be good for your uses. The 1001 woofer is in its second generation with a refined motor and extended excursion. It handles 200 watts RMS and has a 33mm p-p Xmax. The original iteration of the 1001 (which I own) performs well, even though its Xmax is only 28mm P-P. Bass is nice and tight even in a big reflex box with double-bass drums in the recorded material. There were also rumors of a 1003 (check out their 03-line of drivers to see exactly what kind of phenomenal performance we're dealing with here), but I do not remember if it ever saw large-scale production.
