This unit has (conveniently) 10R cathode resistors on each of the four EL34 output bottles, along with individual bias trimpots.
Have replaced all the worn out EL34s.
Q: How many millivolts do I adjust the pots for (i.e. what is the target anode current at 10mv/ma) ?.

If this is a typical 50w/channel class AB amp, then idle current should be 35-40ma per tube. Any idea what the B+ is etc?

The rated draw from the AC line at idle is 120W, so you could go from that too.
