Transformer reflected impedance measurement

Hello. Here is a really good question, I'd like to think. I recently wondered about how one could measure, not estimate, but technically measure, the reflected impedance of a loaded transformer. This is the practical situation:

PRIMARY SECONDARY OK screw this I'm drawing my thing!


OK, so there it is, an unknown transformer of which we know nothing, we do not know the turns ratio. On the primary there is a load. On the secondary, I want to be able to plug in a device to measure the reflected load. Can an impedance measuring meter do this? Maybe somethign like the HP 4261A LCR meter?
