Amps powers up has rail and regulated voltage but no output.
After about 40 sec it will cycle in and out of protect a few times.While that is happening i get output in between.
Looking at the outputs pins on the driver ICs i don't see any signal even when there is output for the few seconds.
Any suggestions?

Did you check all of the ICs for drive? I think it will produce audio with only one driver IC functioning.
I see drive on one IC but it was not looking good.Now i think it got worst.
It will still go in protect sometimes but no audio now.
Where should i place the black probe when checking vcc on the driver ICs ?

The multimeter's black probe will be placed on the negative rail when measuring the voltages on the driver ICs. The exception will be when measuring the voltage on the high-side drive circuit.
