This amp has a very loud hum with no rca jack connected.It increases if I bring the gain up.

Does the hum change or does the amp produce audio (using a signal source with a grounded shield) when you plug in the signal source?
Is the shield of the signal source grounded (0 ohms between the shield and the ground terminal of the 12v power supply feeding the amp)?
Check this without plugging them into the amp.
Does your multimeter have a frequency counter on it? If so, with nothing plugged into the RCAs, what frequency to read at the speaker terminals?
