I've read over the years many times that no sub on the market comes close to a diy sub for the ultra low frequency. Is this still the case?
I once got given rough dimensions on a 24 x24 x48" cabinet with a 15 or 18" sub and a 1000w amp that will play happily at 18hz, and that every movie one has watched will be watched again with a proper sub.
I'm a carpenter so the build isn't an issue if I have a drawing, but if possible I'd rather buy a kit. To keep things on a shoe string budget what's out there? There was good stuff 10 years ago, there must be some nice budget builds out there now? How about a kit from Dayton audio, they say they are tuned to 20hz

Subs, at least 2 of them. And if better if it is 2 push-push subs.
Subs are the easiest speaker boxes to do.
Do note that, especially for subs, stiff with (potential) resonances pushed high in frequency wher ethey will not be excited. This means that MDF is one of the worst materials for subs. And i suspect if the kit comes with a box, it is likely MDF.
How is the Dayton stuff priced in the UK. It is PE’s housebrand. You may find European woofers better price/performance.

Dayton stuff isn't priced too bad in the UK. However I've just had a look at Marty mini cube 18" sub. I'm seeing if that is available in the UK.
Remember the key to even smooth bass is multiple subs. And i am a huge advocate for push-push active reactive vibration cancelation.

But you have room for 1 18”?
I fit 4 10s in 2 columns about 15x15 and 44 litre internal. If you find an 18” that fits in less than 88 litres likely means it does not go low or be very inefficient.
Remember that a push-push woofer requires 2 drivers.

The budget is small, £500 for sub and enclosure material. The amp will be an extra cost. If this was available over here I'd buy it now.

That does not excite me. MDF. Vented. But not for any specific driver. A waste of money.
The driver and box work together closely, this will not work with most 18s.
Given you are a carpenter you can do way better, with design help and your execution.

No clue about kits as they pretty much went away with the rise in DIY and mobile audio becoming the main outlet for 'subs' with many manufacturers providing plans and pre made boxes, so best to DIY for HIFI/HT apps.
So 1st, what's your performance goals? Without this, no way to decide on type/# of drivers required.
