tolerance of these Siemens styroflex caps?

A is for SuperClass of the Universe.
I think this extrapolation of yours is a bit over the top: I don't know of caps having 0.05 tol and suffix A (which means nothing BTW), but each manufacturer uses non reserved letters for his own purpose: in this case, since the marked value is (theoretically) 309pF, the tolerance might be +/-1pF.As i saw on google B value is 0.1%.So A is 0,05% ? interesting.
That is just an example, sometimes the tolerance is asymetrical, etc.
Your best bet is to find the original Siemens datasheet, with the marking codes explained

Siemens styroflex caps. are "polarized", vertical black line end(after A) should be always soldered to gnd. to minimize hum pickup.
On axial stiroflex coloured ring side is gnd. end. Modern manufacturers do not care much about film capacitors "polarity".
