strange noises when 2 O.Amp cascading for distortion

Hi all

I'm trying to build my own distortion effect.
the circuit consists from input buffer, amplification and output buffer.

when amplification stage is only 1 O.Amp (operational amp.) it works ok, but
when cascading with another O.Amp there are sine like noise and it's frequency changes when I'm changing the O.Amp gain, I managed to burn 1 O.Amp this way. 😕

any clue?
