I live in the uk and i wish to build a subwoofer for my hifi, my main concern is where i can source drivers in the uk. I am still undecided on the driver i am going to use because im not sure what are availble in the uk.

The choice of sub drivers in the UK is rather poor, unless you go for a car sub or don't mind paying. I imported an NHT1259 from Madisound in the USA seven years ago and the shipping & duty weren't too outrageous.

Well what sort of car sub could i go for, the main purpose of the subwoofer will be for the lower end of my hi fi set up. I really dont want to spend a lot of money on the driver, around 120 would be ideal? Any one ever used a car sub in the home enviroment?

I second the £89 XL10 from BK Elec which is in your budget (or if you wanna do something daft you could give £143 to Wilsmlow Audio instead).
IMO you will need the passive radiator for the XLS10 to get good performance out of it.
Also check out Shadow Works and PA Direct but you will have to contact them for T/S parameters/prices.

well i think that the better option for me will be to go with the xls10 and passive radiator, what kind of box would this design be best in and what sor of sizes am i looking for, i may be moving rooms soon so i may have more space to work with.

The beauty about the XLS 10" + PR combo is the tiny enclosure required: 25-32 litres or thereabouts. A search should result in many threads about this particular combo, and it's worth going through Peerless' application note: http://www.d-s-t.com/main/tech/appxls2.htm

So what sort of bass extension would the xls 10 + pr in a sealed enclouser of around 30-35 litres give me?

With BK's standard 265g PR in a 32l enclosure you're looking at a theoretical ~109db @100Hz and 3db down @27Hz where passive then exceeds excursion (and output also falls very quickly). This is before room gain. Two passives are better than one if you cann afford it. Download Unibox and you can model the 10" XLS and PR.
