Greetings - long time lurker here, finally needs some advice.
I have a Runco CL-420. Purchased it 3rd party, so it is no longer under warranty.
It's got roughly 600 hours on the bulb. Issue seemed to occur post-electrical storm, but could be a coincidence. When plugged in and turned off, power light is on (normal). When turned on, power light turns off (normal), fans turn on, and an intermittent ticking/fizzing/flickering noise (ballast attempting to fire?) occurs. It'll do this for about 3 seconds, then stop for about 10s. Bulb never turns on. After two to three minutes of this, the power light turns on (not normal) and the Temp light blinks red at ~1Hz. Projector does not respond to remote at this point and needs to be unplugged to turn off.
I have no idea where to start troubleshooting, and no idea where to stick my multimeter. I really doubt its the lamp - but could it really be?

Update!
I pulled the lamp to check it out, and found something quite odd. I'm not sure if its cooked, however. It doesn't seem browned at all, but theres a crackled precipitate towards the bottom of the bulb. Take a look! http://i.imgur.com/jZlR6Kp.jpg?1
