PVA (woodworking) glue is best for paper, you could glue a cigarette tissue paper over the tear on the rear of the cone for strength.
I have successfully repaired many paper cones, using SOFT cure flexible glues ( ie Alene's Super Tacky or Roscoe Flexbond )
The PVA wood glues ( Elmer's etc ) dry hard, and inflexible and after time get brittle.
If necessary thin black tissue paper ( available in craft store ) can be used for reinforcement.
I have also used thin clear RTV glass sealant.
( Toothpicks , a pin vise, and dental picks come in handy )

Hi,
Any wood glue PVA where the stuff left around the cap is always
flexible is the right stuff for the job. With no part of the cone
missing a near invisible repair is possible. Use a toothpick and
apply to wet the fuzzy torn edges only and remate the tear.
Alternatively use the search facility.
