RCF Art 310A Blowing Fuse.

Hello! I have RCF Art 310A and when I power it up the negative rail fuse blows up. When the fuse has blown up, the amp stays on, and +-LV and +-HV voltages look normal. Little under 40V and about 85V. So does anyone know what would cause the negative rail fuse to blow up?

Do you mean 4A rated, FH4 fuse blows?
To begin with:
* disconnect the speaker
* build and use a lightbulb limiter
* turn amp on, measure DC voltage at speaker out terminals.

I bet you have a strong negative voltage there.

I suspect at least a shorted Q15 SAP16P which by the way is obsolete, out of production, and hard to find .... or EBay/China fake.

I suggest you get in contact with an RCF authorized Tech, or a local experienced one.
