This regulator has good qualities due to much gain.

Is it oscillating? Or just overshooting when applying a step load?
You can decrease the open loop gain by using emitter resistors or limit the bandwidth by placing small capacitors between collector and base along the amp stages as well as in the feedback resistors network (R7).
In general, we need an analysis of open loop frequency and phase response to be more precise to check phase margin.
