I've got two new precision power ph.15 subs. Each with twin voice coils at 2ohms each
I want to move away from the bass reflex which ice done loads of and now looking for some sort of scoop design where the driver is mounted from the front and there is some sort of scoop below.
It's to play mainly reggae music and I want to go for the "authentic sound man" look.
I've got 4K of power available for the bass and have a full compliment of a three way stack for all the upper frequencies
Can anyone recommend a suitable design with pictures and drawings preferably

They list almost no parameters for the driver on their website.
Odds are they are ENTIRELY unsuitable for a scoop design. If you really are building a reggae style system, copy an already documented design from a website such as speakerplans.com or similar using a proper pro driver.
Scoops are very specific for driver choice. Car subs are almost always not going to work well.

For reggae setups, you want 4-8x Precision Devices PD186s in scoops.
If you're around Sheffield I'd be happy to measure the T/S parameters of those drivers for you, but they're very unlikely to go in a scoop and play well.
Either way, a pair of 15"s is going to be short of output unless you're prepared to make some very large horns.
