Amp powers up idles fine.
I have + - rail voltages i also have + - 15 volts on op-amps..
I have audio on the output pins of the op-amps..
Amp has no output at all i meesed with all switches and pots i cannot get any sound at all not even a pop or crackle out of it
Any ideas?

if the green led is on, with no sound, try replacing the electrolytic capacitor close to the opto.
The 4-pin IC is an opto-coupler. Try shorting pins 1 and 2 together with your meter probe. Does that allow the amp to produce audio?
If not, do the same with pins 3 and 4. Does that allow the amp to produce audio.
If not, do the same with pins 3 and 4. Does that allow the amp to produce audio.
