220 ohms.
This problem can be caused by a shorted transformer or by having the positive speaker output wire shorted to ground.

Not by itself but I've seen quite a few amps come in with this resistor burned and the SG3525 blown.
Post the DC voltage on all pins of the 3525 if you can't determine why it's not powering up.

The lack of 5v on pin 16 makes it appear to be defective. The problem could be the 3525 or something connected to pin 16 dragging the voltage down.
