the plans I am using call for a 23.5L ported enclosure
I have read on another site that diy-ers are better off with sealed boxes - more room for error etc
what differences would be caused by using a sealed box..... should it be a different volume to the above?

not sure if i classify as learned but i'll reply anyway.......
firstly, the drivers - I've used these and they are both decent units. you might want to consider the D27TG as an alternative tweeter. i prefer the sound personally, and i think its a little cheaper (could be wrong there tho).
as for the sealed versus ported, i wouldn't say vented boxes are any more difficult for a diy-er. there's just as much margin for error in the volume too - i find it best to tune the port by ear by changing the length until i get the bass response i like. some people seem not to like vented boxes because of low frequency transient characteristics and things like that, but for a two way i personally think you're better off with an extended bass response than worrying about phase issues too much.
for a sealed box your volume would need to be different. there's plenty of freeware programs which will calculate this for you.
