Auplater thanks for the heads up on the possible retail sources of Quats.
Sy's first pick for this cool soon to be disclosed witches brew that may well have you all grinning is a chemical known as "trimethylcetylammonium chloride". Now I have no idea what that is so perhaps you can point me to some off the shelf compound that will contain this stuff?
The game plan here is to mix this (trimethylcetylammonium chloride) in with a cool modified PVA adhesive that will act as a diaphragm coating that will have a volume resistivity in the neighbourhood of 10-30 meg ohms per square. As soon as I get the brew fermented I will post the cocktail for the pleasure of all. Thanks for any help and suggestions. Regards Moray James.
 
The particular quat I mentioned is very common in antistatic sprays and laundry sheets.

Pedantic point: the resistivity you mention is a surface resisistivity, not volume. Volume resisitivities are measured in ohms-cm. Surface resisitivities are measured in ohms/square.
