It's an RC snubber that's there to reduce any transients present/created when the diode switches off. They are typically not needed or useful. The inductor after the rectifiers may increase the switching transients and that's why they're being used (although they use the same thing on rectifiers without inductors on their outputs). PG used them in a hit and miss fashion on various amps.
