Permit required?

I don't know if this is the right place for this. As an amateur radio operator, I occasionally use a high power amplifier. This results in considerable current drain from the 120V circuit, to the point where the circuit breaker has been known to trip.

An obvious solution is to run the amplifier from 240V but this requires a 240V outlet. I have the hardware I need, and know where I want to put this outlet, but before I start I want to know whether I need a licensed electrician to do the work (or sign it off) and if a permit is required. (Obviously not required to change a light bulb or switch, but at what point is professional supervision required.)

I live in Los Angeles but have been unable to find this information on the Building and Safety website. Any ideas?

A light bulb no but to change a switch technically yes.

Where I live you could do it yourself but need the work inspected by local electrical inspectors...They issue an inspection report that the work has been done properly to code and you are good to go.

If you don't and your house burns down and it is found that there is non inspected wiring that was the cause: Don't expect your insurance company to cover you.

Ask an electrician.

Or ask a few if you need more information.
 
You can always call the building department. Typically, they won't answer the phone, and will get back to you in a few days, but they will answer...

If you know the code, and are willing to do the work to code, you can get the permit as "owner/builder", you can do the work yourself, and have the city inspectors verify the work was done to code. If you don't really know the code, it will be safer to have a professional do the work for you. "If you want a professional job, hire a professional." My motto.
