Is it legal to download tracks from this site in the U.S.A.? I've heard that it isn't because of royalties and such. Could someone please clarify this for me?

It is based in Ukraine. There have been many Russian and Ukrainian mp3 download sites that claim to pay proper royalties, but I don't believe there is any evidence of them doing so. In fact the music industry did campaign against some of the sites.

Any suggestion of sites to download music from safely at good quality? Many that I find doesn't have the variety that I desire. PayPlay has quite the library! It's a shame..
