PA System - Weird Noise When Powering On - Not coming from speaker

Hello. I have a Mipro PA system. When powering on it makes a strange noise and the PA System will not work. The red power light blinks as well. I uploaded a video of what happens to YouTube which I added here. A video explains it far better than I ever could. Does anyone know what this problem could be? Any idea on how to fix the issue? Thank you!

It probably has a switching power supply - (Or SMPS) - and it tries to fire up but can't. It recycles a few times and gives up. That problem could be a problem on the power amp which overloads the power supply, or the power supply istelf could have the problem.
