I’m working on a Memphis amp and both output filter caps 10uf 250 volt are bulged on the top .
So more then likely they are blown .
Wondering if they are bad would that affect the output as far as the gain has to be 3/4 of the way up in order to hear the test speakers

They won't cause the audio to be low. They would more likely to cause there to be more carrier noise on the output of the amplifier. If the capacitance is really low, the amp may squeal when driving a load.
