Opt potted transformer

Has anyone seen a potted transformer move in a can(round).
The potting material appears to be epoxy and is rock hard. I cant see how its possible given the material. The mounting attaches to the actual transformer and not the can. The can has “floated” off the chassis, its aluminum as well. I cant believe a factory would have let this slide.

I have seen that happen in older transformers after many heat cycles or an overheat situation. The expansion cycles gradually make a gap between the core and the potting.

Unacceptable in a new unit though.
