I can't really answer ur question
as I have no idea, but if you want to keep costs to a minimum but view/capture DVD through the card, then you aren't going to get very good results. I may be outdated with my information however so dont take my word as the be all end all, but I remember the low-end tv-in cards only support 320x240 resolution, maybe up to 640x480. So you wouldn't get as good quality as possible. Also picture and sound clarity is lost through the cables unless your willing to spend $100+ for a professional copper protected (i think) cable. Your best bet for dvd is to buy a dvd-rom. You can get them pretty cheap. I think for a desktop computer you can get them for $70AUD (roughly $40USD). Video players however you would need a tv-in.
If this is irrelavent or off topic than just disregard it.
Also, I know someone is going to read my post and think I have read into the first post what is not there, so my post is really to do with the line 'I will want both inputs and outputs for svga and dvd rgb video.'

Not sure if this is what you mean ...
If you want a video capture card (analogue s-video in) then I could recommend a product called "Osprey-100" from ViewCast. This PCI card gives the best picture quality I have seen bar none for a video digitiser (IIRC 740*480*24 bit colour PAL). These are not so cheap and the basic Osprey-100 doesn't have sound either
. Not a problem if you just want to watch (you have a sound card - right ?). Haupage do some video capture cards that include a tv tuner but the ones I have seen are not nearly as good (odd - as they used the same brooktree chip set).
